Research Compliance

Grants and contracts are made to institutions rather than to individuals. Thus, it is the responsibility of the Research Foundation of SUNY/Buffalo State College to ensure that all research conducted under its auspices is carried out in such a manner that the rights and welfare of human and animal subjects, society, the environment and researchers are protected, and that research activities are in compliance with all applicable State and Federal regulations. The policies and procedures adopted by the Research Foundation of SUNY/Buffalo State College to ensure research safety and compliance are designed to meet the above objectives. Activities defined as "under the auspices of the college" include activities conducted as part of college employment, as part of course credit or fulfillment of a degree requirement, activities involving use of college resources, or involving publication that credits college affiliation.

Research Requiring Compliance Review

Regulation and safety policies apply to many different categories of research and include research conducted with or without external sponsorship. Since regulations and standards change frequently and University policy requires review of some activities that an investigator may not consider requiring review, it is recommended that researchers contact the Research Foundation Office before initiating any research project.

For research involving the use of human subjects, investigators (faculty and students) should contact Gina Game, IRB Administrator.

For research involving the use of animal subjects, investigators (faculty and staff) should contact Jean DiPirro, IACUC Chair.

For research involving controlled substances or hazardous materials, investigators (faculty and staff) should contact David Miller, Environmental Health and Safety Officer.

Human Participants (see Human Subjects for additional information)

It is college policy to ensure that the rights and welfare of human subjects are adequately protected in research conducted under its auspices. In addition, federal and state laws and regulations require these protections. In order for the college to fulfill its responsibility and to comply with the law and regulations, all human subjects research conducted under college auspices must receive appropriate review and approval.

Animal Subjects (see Animals Subjects for additional information)

It is the policy of the college to establish, implement, and maintain proper measures of ensuring the appropriate care and use of all animals involved in research, research training, or other educational activities conducted under the auspices of the college.

Controlled Substances in Research

The Environmental Health and Safety Office established policy and maintains oversight over the use of controlled substances in all research conducted under the auspices of the college.

Technology Transfer

Technology Transfer is the movement of novel inventions, discoveries, processes, techniques, devices, and substances developed at SUNY facilities to private organizations to be developed for commercial use. Technology Transfer is a "contact" sport and the main goal of the Technology Transfer Office (TTO) directed by Dr. Guven Yalcintas, Vice President for Technology Transfer of the Research Foundation of State University of New York in Albany, is to build a team. The SUNY faculty (inventors) bring the science and technical expertise, and the TTO legal teams bring their knowledge of the patent process and other legal issues. Inventors receive 40 percent of the gross royalty received by the Research Foundation. In fiscal year 2000-2001, royalties generated by SUNY inventions exceeded $14.6 million. Inventors receive special recognition for submitting an invention disclosure and for being awarded a patent. For more information, please contact Ted Turkle.

Hazardous Materials

The category of hazardous materials includes three major areas of concern: toxic chemicals, chemical carcinogens and infectious agents. Various State and Federal regulations are involved with each category, and each requires different responses and compliance standards. The Office for Safety and Health Administration (OSHA) lists over 30,000 items on their Hazardous Materials list. Any investigator considering the utilization/disposal of such materials is advised to contact the Environmental Health and Safety Office before beginning any research.
